Attentats : les États-Unis vont offrir un plant d’arbre à Paris

 

Un jeune plant issu de l’arbre survivant du World Trade Center a été donné à la France, qui a été touchée par plusieurs actes terroristes.

C’est un don symbolique. Un jeune plant du seul arbre ayant survécu à l’effondrement des deux tours du World Trade Center le 11 septembre 2001 va être donné à la France, choisie parce qu’elle a été la cible de plusieurs attentats. La remise de cette jeune pousse au ministre français des Affaires étrangères Jean-Marc Ayrault aura lieu lors d’une cérémonie organisée dimanche à New York, a indiqué le consulat de France à New York. L’arbre, un poirier de Chine (Pyrus calleryana), avait été découvert dans les gravas sur le site du World Trade Center en octobre 2001, lors des opérations de déblaiement.

Faire le deuil

Ses racines étaient en partie arrachées et plusieurs de ses branches étaient brûlées ou cassées. Après plusieurs années de soins, il a été replanté en 2010 sur le site des attentats, où se trouve désormais le mémorial du 11 Septembre. Depuis 2013, le mémorial du 11 Septembre fait don, chaque année, de jeunes plants de l’arbre, baptisé « Survivor Tree » (l’arbre survivant) à trois villes frappées par des attentats, des fusillades ou des catastrophes naturelles. Parmi les villes choisies jusqu’ici figuraient presque uniquement des villes américaines, à l’exception de Madrid, en hommage aux 191 personnes mortes dans les attentats qui avaient frappé des trains de banlieue dans la capitale espagnole en mars 2004.

Cette année, outre la France, ont été choisies la ville californienne de San Bernardino, où 14 personnes ont été tuées début décembre 2015 par un couple radicalisé, et Orlando, en Floride, où un jeune homme, radicalisé lui aussi, a abattu 49 personnes dans une boîte de nuit gay en juin. « À mesure que les jeunes plants vont grandir et s’épanouir, nous espérons qu’ils inspireront les Français, les habitants d’Orlando et de San Bernardino, qui continuent à faire le deuil et à se rétablir », a déclaré Joe Daniels, le président du mémorial du 11 Septembre, dans un communiqué.

Paris Agreement: MEPs ratify deal, push for entry into force


The European Parliament should give its consent to the ratification of the 2015 Paris agreement on climate change, according to the Environment Committee MEPs.

On September 8, the MEPs urged all EU member states to conclude the ratification process, to ensure its rapid entry into force. In a separate resolution, they also called on the EU to upgrade its emission reduction pledges, so as to close the gap between the individual targets agreed by the Parties and the Paris goals.

Giovanni La Via (EPP, IT), rapporteur and Environment Committee chairman, said: “It is unthinkable that the Paris Agreement might enter into force without the EU as a signatory, considering the EU leadership on the fight against climate change, its role in the Kyoto Protocol, and its continuous efforts towards a subsequent universal treaty. For this reason, we urge the Council and the individual member states to take the necessary steps to complete their EU and national ratification process prior to the next climate conference in Marrakech, enabling it to enter into force.”

In a separate resolution, on the next round of talks to take place in Marrakech in November, MEPs said they regret that the sum of all the submitted Nationally Determined Contributions (NDCs) submitted “does not bring the world even close to the two degree target”. They also stressed the urgent need for  all parties to raise their emission reduction commitments. The EU should also commit to further emission reductions for 2030, they said.

According to a European Parliament press release, the MEPs said the EU should also revisit its own mid- and long-term goals and policy instruments, and call upon the Commission to “prepare a mid-century zero emissions strategy for the EU, providing a cost-efficient pathway towards reaching the net zero emissions goal adopted in the Paris agreement”.

The recommendation that parliament consents to the conclusion of the agreement was approved 47 votes to 1. The full European Parliament can vote and give its consent to the Paris Agreement only when an agreement is reached at the Council.

The Paris Agreement will enter into force on the 30th day after the date on which at least 55 parties to the Convention, accounting in total for at least 55% of global greenhouse gas emissions, have deposited their instruments of ratification, acceptance, approval or accession at the UN. As of September 7, 27 Parties have deposited their instruments of ratification at the UN, accounting in total for 39.08 % of the total global greenhouse gas emissions.
